TES5Edit: Makes troubleshooting load order and missing masters easy.

A huge number of mods won’t work without it.

SKSE: Probably the most important utility of this entire list.

If you use the minimal compression, you won’t really see a quality decrease.

Optimizer Textures: Optimizes textures to drastically improve performance.

Fores New Idles: Necessary for most of the animation mods below.

ENB FXAA SweetFX Manager and Remover: Manages files for up to 5 ENB presets.

ENBSeries: You’ll need this if you plan on using an ENB preset.

Handy for building your own mods, extracting sound files (like maybe if you want to listen to an NPC’s voice forever *cough*), or if you’re going to be merging.

BSAopt - Bethesda Archive Management and Optimization: Lets you pack or unpack BSA files.

Nexus Mod Manager: Keeps your mods organized and lets you install/uninstall easily.

Then again, I also have my video settings turned up to ultra, so your mileage may vary. Keep in mind that my computer is pretty much a beast (4GB video card, 32GB of RAM, i7 processor, etc.), so a lot of computers will not be able to run all of these mods together, or even some of the specific mods.
